Glotech, Inc., of Rockville, Maryland, a small business, protests the issuance of blanket purchase agreements under the Federal Supply Schedule (FSS) to seven firms under request for quotations (RFQ) No. SOL-CIO-12-000002, issued by the United States Agency for International Development (USAID) for information technology supplies and services, known as "USAID IT Forward." Glotech argues that USAID failed to evaluate vendors' prices or to meaningfully consider price in the source selection decision.We sustain the protest.
