(P&H), of Plaistow, New Hampshire, a small business, protests the award of a contract to Monument Construction, LLC, of Nashua, New Hampshire, by the Department of Veterans Affairs (VA) under request for proposals (RFP) No. VA241-13-R-0016 for replacement of fire alarm systems at the Bedford VA Medical Center in Bedford, Massachusetts. P&H argues that the VA misevaluated Monument's proposal, conducted unequal discussions, and failed to request final proposal revisions.We sustain the protest.
