GAO reviewed the Department of Energy's (Energy) new rule on the Energy Conservation Program and energy conservation standards for metal halide lamp fixtures. GAO found that (1) the final rule adopts more-stringent energy conservation standards for metal halide lamp fixtures. The final rule has an effective date of April 11, 2014. The Congressional Review Act (CRA) requires a 60-day delay in the effective date of a major rule from the date of publication in the Federal Register or receipt of the rule by Congress, whichever is later; and (2) with the exception of the 60-day delay in effective date, Energy complied with the applicable requirements in promulgating the rule.
