Quasars, Inc., of Washington, DC, protests the decision of the Department of Homeland Security (DHS) not to award it a contract under request for quotations (RFQ) No. HSHQDC-11-Q-00105 for scientific, engineering, and technical assistance (SETA) support for the Domestic Nuclear Detection Office (DNDO). Quasars contends that the agency improperly evaluated its proposal as unacceptable.We deny the protest.
