Watts-Obayashi, Joint Venture, of Honolulu, Hawaii, and Black Construction Corporation, of Tamuning, Guam, protest the award of a contract to Nova Group, Inc.-Underground Construction Company, Inc., a Joint Venture, of Napa, California, under request for proposals (RFP) No. N40192-13-R-1300, issued by the Department of the Navy, Naval Facilities Engineering Command, for construction services in Guam. The protesters challenge the agency's evaluation of their proposals and the selection decision.
