Alutiiq Pacific, LLC (AP), of Anchorage, Alaska, protests the award of a contract to Bowhead Professional Solutions, LLC, (BPS) of Alexandria, Virginia, under request for proposals (RFP) No. W9124P-13-R-0009, issued by the Department of the Army for commercial information technology services. AP maintains that the agency misevaluated proposals and made an unreasonable source selection decision.
