Contracting, Consulting, Engineering LLC (CCE), of Annapolis, Maryland, protests the Department of State's award of a contract to DynCorp International LLC, of Falls Church, Virginia, under request for proposals (RFP) No. SAQMMA11R0043, for aviation support services to assist the Columbia National Police Aviation Program in its counter-narcotics efforts. CCE asserts that the agency unreasonably and unequally evaluated proposals.We deny the protest.
